Finally, a reasonably coherent article on the matter:

I don't think that the article hits on the main point, though. NHL (and it's wannabes like EBEL) is the only league in the world that actually rewards participation in low-scoring games (which are more likely to end in regulation ties, and the extra points). To illustrate this to the extreme: The team that manages to play the "ultimate defense with zero offense" style, and thus ends with 82 0-0 regulation ties will generate, on average 123 points during the season (assuming that the shootout has 50-50 chances of victory, 82 shootouts will generate, on average 41 extra points to be added to 82 regulation ties).

I read that article earlier, and would be 100% okay in shifting how points are earned. It doesn't even have to go that far, though. Eliminate the shutout and bring back ties and I think you'll see more teams pushing for the extra point.

I just think it should be 2 points for a ROW, 1 point for a shootout win, and 0 points for a loss.

Well, I don't like that. I think that an inherently fair system must be "points-per-game" neutral. This one isn't. If SO were to be retained (and personally I am a fan of shootouts - it's has a "concentrated entertainment value" for me), then it should simply be the win-loss system, like in, say, basketball.

80% of the problem is rewarding losers for losing.

If the other 20% doesn't get fixed, meh. I see what you mean but a ROW is a higher quality win than a SO win so it doesn't bother me much.

Well, soccer does have that problem (points-per-game not neutral). Victory is worth 3 points, while a tie earns only 1 point to both teams. It has bugged me ever since they came up with this. :)

I don't see how PPG can be anything but neutral when every team has the potential to score the same maximum amount of points.

I think there are 2 options.

2 points win, 1 point draw, 0 points loss - No shootout (maybe make OT a little longer)
3 points win, 2 points OT/SO win, 1 point OT/SO loss, 0 points regulation loss

Soccer Route
3 points win, 1 point draw, 0 points loss
But then for the playoffs, after a period of OT, we go right to the shootout!

BTW some time ago, lower level Czech leagues have started awarding 3-2-1-0 points, with SO following regulation ties - and it produced this (26 rounds - new all time world record!):

One point for each goal you win by. A 5-2 victory would award three points to the winning team. It would encourage teams to run up the score and be more aggressive.
