I don't think that the article hits on the main point, though. NHL (and it's wannabes like EBEL) is the only league in the world that actually rewards participation in low-scoring games (which are more likely to end in regulation ties, and the extra points). To illustrate this to the extreme: The team that manages to play the "ultimate defense with zero offense" style, and thus ends with 82 0-0 regulation ties will generate, on average 123 points during the season (assuming that the shootout has 50-50 chances of victory, 82 shootouts will generate, on average 41 extra points to be added to 82 regulation ties).

I read that article earlier, and would be 100% okay in shifting how points are earned. It doesn't even have to go that far, though. Eliminate the shutout and bring back ties and I think you'll see more teams pushing for the extra point.

Well, I don't like that. I think that an inherently fair system must be "points-per-game" neutral. This one isn't. 80% of the problem is rewarding losers for losing.
If the other 20% doesn't get fixed, meh. I see what you mean but a ROW is a higher quality win than a SO win so it doesn't bother me much.

Well, soccer does have that problem (points-per-game not neutral). Victory is worth 3 points, while a tie earns only 1 point to both teams. 3 points win, 2 points OT/SO win, 1 point OT/SO loss, 0 points regulation loss

One point for each goal you win by. A 5-2 victory would award three points to the winning team. It would encourage teams to run up the score and be more aggressive.
