I don't think they're literally sad. It's more in line with what Craig said (ala "dumb")There might be some. I've never heard such a thing to this very moment.
In fact, the people I know who like to decorate are the happiest ones I know.

As for being sad:
After we were done decorating, the house used to seem magical and special. We didn't really decorate for anyone but ourselves. Our tree was in front of our windows and we strung lights on the tree or front but that was all we let other people see. The rest of the decorations were inside. One year I drew decorations (badly) and my mother let me put them up bc she thought it was cute.
If that's sad, I don't want to be happy. I want to be miserable forever.
Also, when we kept having blizzards in 2010 no one could take their lights down so people turned their lights on and honestly, it was SO gorgeous. White snow, cozy, festive lighting, alcohol (jk lol)
(Well, sort of).
My mum and I also enjoy turning the lights off and turning on the tree lights. It's insanely gorgeous and peaceful and I know this is redundant, but truly magical.
I think they are trying to make fall follow suit and it is slowly working. Does anyone mind looking at pretty things?
