Yeah, I think it was smart. Mariota is a safer backup than Howell most likely. And you get picks for Howell. You cut and run on your starting QB (even one with flashes of talent) when you can immediately address the need with the 2nd overall pick in a draft loaded with QB talent. Don't think the WFT does this if they're picking at 20. They've already evaluated that whoever they choose will be a potential upgrade (and possibly a BIG upgrade), so it's a pretty easy decision.
I'd imagine that if the Steelers were picking 2nd overall they wouldn't have signed Russ, and would've been drafting a QB. Regardless of whether they could get anything for Pickett or not.
