Why is the NFL so bad at concussion protocol?

I have zero direct knowledge of how the NFL checks for concussions, but in my experience lying your way through a concussion check doesn't take much intelligence. Given the situation, I could see anyone answering in a way to see if it buys them some time to get their brain unscrambled and keep playing.
