I certainly understand the intent of the filibuster, but (as with most things) the GOP uses it far beyond the intent, so rules need to be put in place. I don't know what the solution is, but if they have the ability to shut down any legislature by just waving their hand and saying "filibuster", that's not good.

You mean like when Democrats did the same thing last year with Tim Scott's police reform bill?I certainly understand the intent of the filibuster, but (as with most things) the GOP uses it far beyond the intent, so rules need to be put in place. Frum is frustrating. He really does have an elite handle on Washington.
