In their defense, the Israeli's have a lot of experience with suicide bombers so if your job is security of the gate you have to ensure that first. It may not look humane, but when somebody wants to commit suicide neglecting the safety of everybody else in your charge to try to stop him isn't really an acceptable decision.

Weren't the responders US Secret Service and DC Police? The guy was outside the embassy grounds on the sidewalk, I don't know if it would be alright* for Israeli security to come out guns drawn in that scenario, but I don't know.
