From the report:
This Report documents shortcomings we observed in CPD training on police use of force. Despite improved policies, CPD training continues to foster the same problematic culture that led to the Consent Decree in the first place.
• CPD training lacks any perspective from the community (p.9);
• CPD training reinforces an “us against them” culture that pits police officers against community members and teaches officers to fear the people of Chicago—to see everyone who is not the police as a potential threat (p.10);
• Instead of teaching officers to honor the sanctity of all human life, CPD training teaches officers that their lives are worth more than the lives of community members (p.12);
• CPD training fails to teach officers to minimize police violence (p.13);
• Rather than challenge CPD’s culture of denying the reality of police abuse, CPD training teaches officers how to justify and even cover up unnecessary police violence (p.14);
• CPD training fails to acknowledge the reality of racism and bias within the Department or teach officers the impact of their biases on decisions to use force against community members (p.16).

Canada too.

An Ontario Provincial Police officer in Leeds County was convicted of sexual assault for having sex with an unconscious woman and recording it on his phone.

Jason Redmond, a constable with the Ontario Provincial Police in Leeds County, was found guilty of sexual assault in a Brockville courtroom last month for having sexual intercourse with a woman while she was unconscious.

A judge found Redmond also made a video of the assault on his phone to “prove” the victim had a drinking problem, and to “teach her a lesson” about how irresponsible she was when consuming alcohol.

“He made the video to show that anybody could rape her,” Ontario Court Justice Janet O’Brien read in her ruling last month, recalling the testimony of one Crown witness.

Redmond, who has been on paid leave from the provincial police service since 2015 after being involved in a local drug trafficking operation, was charged with sexual assault in 2021.

Between 2015 and 2023, Segovia received 61 shipments that were labeled "Wedding Party Favors," "Shirts Tops," "Gift Makeup," "Chocolate and Sweets," "Food Supplement," "Health Product" and "Supplement," originating from countries including Hong Kong, Hungary, India and Singapore, according to the complaint. In reality, they were illicit drugs, prosecutors in the U.S. Attorney's Office for the Northern District of California allege.
I thought all of the fentanyl was coming from Mexico.

Drugging, rape, hidden cameras. WV State police are being sued for all of the above against those that attended their police academy. 10 minors were also raped during their junior academy.

Given the extent to which the police union goes to bat for cops of all stripes, I wouldn't be surprised if his affected membership still regards it as money well spent.

This doesn't bode well for the future of policing.
Police agencies are desperate to hire. But they say few want the job.

As departments across the country seek fresh recruits, they are getting fewer qualified applicants than in past years — leading some to make the risky move of lowering the bar for hiring to fill their ranks.

It’d be nice if they were to call all the ticket holders if the game were going to be rained out

Attorneys earning the hate
Former Blair County attorney Michael B. Cohen is facing new charges, this time for allegedly forging a judge’s name on fabricated child custody orders, the Office of the Attorney General (OAG) said.

These new charges come after Cohen was charged in March for allegedly trying to help another client avoid a PFA violation.

In 2020, a husband and wife decided to file for divorce which ultimately led to a custody dispute over their child. It was ordered by a Fayette County judge in late 2020 that the mother was limited from transporting the child to Blair County, documents show.

In February 2021, Cohen allegedly accepted a $5,000 retainer as well as $5,000 for legal fees to represent the mother in the custody case.

According to investigators, Cohen reached out to the mother on Dec. 21, 2022, to tell her a new custody order was issued and it would allow her to have the child during Christmas break, advising that she not communicate with the child’s father. Two days later, Cohen allegedly sent an image of the interim orders to the mother, signed by an out-of-county judge, which turned out to be fraudulent.

Investigators said that due to Cohen’s legal advice, the mother never returned the child to the father after the break, leading to the father filing a report with Blairsville police.

On February 9, 2023, when a hearing was scheduled in the custody case, Cohen allegedly sent a fax to the judge on his office letterhead saying that he filed a notice of resignation with the Supreme Court of Pennsylvania. It was noted that Cohen also mentioned an order of disbarment was forthcoming.

According to the affidavit, Cohen allegedly admitted to the forged documents and that he advised the mother to not take the child back to the father. Cohen claimed he was fed up with the case and told the mother what he thought she wanted to hear.

“As a family law attorney and an officer of the court, Mr. Cohen knew better than anyone the seriousness of custody orders and the critical role of attorneys who practice in that field,” said Attorney General Henry. “Through his actions Mr. Cohen not only violated the duty he owed his client, but also the court of law.”

Cohen is now facing charges of forgery, tampering with records, and obstruction. He was arraigned Thursday morning, June 8, by MDJ Miller and released on $75,000 unsecured bail.

Cohen’s charges have all been waived for court.
