here's what I see:
1. Walk to bottom step
2. Rotate 90 degrees right
3. Take a step or two to get past railing
4. Turn 90 degrees right
5. Repeat step 1 unless at bottom of stairs
there are two different turns required I think

I think he is saying that you hit the landing on your right foot, while still on just that foot you spin 180 degrees to the left, thus facing the opposite direction. You swing your left leg around and plant it and then continue your descent on your right foot. If we assume these staircases have minimal distance between them (i.e. the distance between the two is the width of the railing) then I can see how this would work.

Sorry, I meant rotating towards the wrong quadrant. He's not going to face east ever (if north is up in your drawing). He'll rotate from north to west to south. The end.

It's probably more like 190 or 200 degrees but it's basically a turn around. Not all stairwells have several feel of landing between sets of stairs.
