Several downsides to a terrible powerplay: no consequences for between-whistles plays; no consequences for obvious penalties to prevent a scoring chance; and no consequences for just challenging a play even if it's 50/50.

I just want the act of something being done to happen. The locker room keeps saying the right things, but then doing the wrong things on the ice. Nobody is seemingly afraid or in jeopardy so they keep trotting out the same poop. Waiver wire dumpster diving is not the route for success either.
