I suppose Fleury was well aware that he would have to go somewhere else if he wanted to remain a #1 goalie and that Vegas might be his best bet.
I read somewhere (Twitter, perhaps) that McPhee said Fleury made it clear he wanted to play for Vegas. He gave the impression they talked about it months before the draft.

Not knowing all the rules when it comes to player movement, wouldn't that be considered tampering? If it actually did take place.

Also, if it did, Fleury knew he wanted to go where he would be assured as the starter. As Gaucho says, Vegas would be that place.

I do not understand the controversy or need for the last 10 or so posts. Not sure what the original question was nor what the answer to it was. What was the issue being discussed?

If only there was a record of what was asked along with an easy one-click way to reference it.

Maybe its been posted and I missed it:

Pens decided they needed to ship him elsewhere or Fleury and Pens decided he should go elsewhere?
