Part of the problem is that those officers who were involved in previous use-of-force incidents will not be considered 'bad apples' absent an adverse ruling, in either a criminal or an extra-judicial proceeding. And the whole point of this thread (imo) is to highlight how infrequently that happens, despite sometimes downright ridiculous fact patterns.

Second degree murder. Beyond disgusting.Vallejo California police release body-cam video of Willie McCoy killing, showing him asleep in car
https://www.theguardian.com/us-news/201 ... eo-vallejo
Not once did the police try to wake Mr. McCoy or determine if he was in any medical distress. Instead, they shot him no less than 25 times in the face, throat, chest, ear and arms within three seconds of Mr. McCoy moving/waking up. Demonstrating the attitude of police cowardice and "officer safety über alles," note the police continuing to demand that McCoy show "hands" even though they just shot him 25 times. Maybe they wanted to shoot him in the hands too.

If this is true I think you could argue first degree. The officers then appeared to make a plan to fire at him, with one saying: “If he reaches for it, you know what to do.”

The only reason I said second was that the amount of "planning' was limited to 20 min or so. I'd support first.

The defense would argue the "planning" is following procedure. Certainly murder regardless of the degree that could be proved in court.

Albany police body camera shows violent encounter; charges dropped
https://www.newyorkupstate.com/news/201 ... opped.html
Police officers charged three men in Albany, NY with charges that included inciting a riot, resisting arrest, disorderly conduct, obstruction of governmental administration and endangering the welfare of a child. What actually happened was that officers kicked down a door without a warrant and then proceeded to vicously beat and pepper spray the men in the middle of the street. Not only have charges against the three victims been dropped, but officer Luke Deer has been charged with felony assault and a misdemeanor count of official misconduct.
I will give slight credit to the one unnamed officer who told Deer to "Chill the F**k Out!" as Deer was beating one of the victims. But that officer obviously didn't report the violence to his superiors, didn't say anything about the charges being totally bogus, and didn't report the warrantless entry, so he freely and willingly (as most supposedly "good" cops do) covered up the misconduct of his fellow officers. And of course the Albany police union issued a statement supporting the officers and saying that the union "firmly stands behind every officer involved in the incident on First Street that occurred in the early morning hours on March 16th."

It is literally their job to 'firmly stand behind' an officer until they are convicted. Legal defense protection is a major selling point for membership.

Any officer in that apartment should be fired and whoever was on top of the man should go to prison for manslaughter. And all of the other inmates should be informed that he is an ex-cop that killed a elderly man with Alzheimer’s.

$825,000 Settlement After Police Beat, Tase, Pepper Spray Diabetic Man
https://denver.cbslocal.com/2018/10/29/ ... betic-man/?
https://denver.cbslocal.com/2018/10/29/ ... betic-man/?
According to police reports, depositions and interviews, Leadholm, who has Type 1 diabetes, was driving home from work Nov. 18, 2014 when he began experiencing symptoms of diabetic shock.
Several drivers called Commerce City police to report Leadholm driving erratically, weaving, nearly hitting oncoming cars and driving into a ditch. Police believed Leadholm was likely a DUI driver.
But when police caught up with him, he didn’t immediately pull over and continued weaving. Leadholm says he had essentially blacked out and has only fleeting memories of what happened.
When police finally got Leadholm’s SUV stopped, they say they “forcibly removed” him from the vehicle, throwing him to the pavement. One officer said he heard Leadholm say, “I’m sorry, I’m sorry.” Officer Chris Dickey wrote that Leadholm curled up into a fetal position and did not comply with orders to allow himself to be handcuffed.
Police pepper sprayed Leadholm in the eyes, but contends he continued to resist. Dickey then used his collapsible baton on Leadholm, saying he hit Leadholm in the leg as hard as he could.
After that, Dickey tasered Leadholm five times.
“My face looked like it had been dragged on asphalt”, said Leadholm. He said he underwent multiple surgeries for his injuries and now has a metal rod in one of his fingers.

New video shows Chicago cops dragging, punching and tasing CPS student
https://chicago.suntimes.com/news/cps-v ... ge-police/
The video also confirms that the police flat-out lied about the incident. In the police report, the officer said that the student “became irate and initiated a physical altercation with the officers.” But the video indisputably shows that one of the officers initiated the physical conduct and attacked the student. Cops lie, but video doesn't.

Police scream at man to put gun on the ground. When man goes to place the gun on the ground, police shoot and kill him. His last words were "You told me to." The video shows that the man set the gun on the ground even after he was shot and was in the process of dying, and he wasn't holding the gun by its grip and wouldn't have been able to fire it.
