Was out last week at a golf simulator and got a bucket of beers for $25 and tipped $2. I was consciously expressing dissatisfaction / low tip because I went up to the bar three times attempting to get service. I checked my bank statement today and saw that the charge was $35.

What steps would you take to address this thievery?

a $10 tip to put a few bottles in a bucket with ice? provided you have your signed receipt with tip and they have no fine print "service fee", I'd be calling the manager and if that didn't work, calling the cops for theft.
and never go back there ever again because they will be ready to spit (or worse) in everything you purchase.

Go back to the golf place at a busy time of day for them. Demand to speak to the manager and do so loudly. Ask if the server in question is working. Don't use dollar amounts, but ask - again, loudly - how the gratuity was boosted 500% or whatever after you signed the receipt. Go full Karen.
