A dispersal order can only be used against a crowd of 3 or more:
§ 5502. Failure of disorderly persons to disperse upon official order.

Where three or more persons are participating in a course of disorderly conduct which causes or may reasonably be expected to cause substantial harm or serious inconvenience, annoyance or alarm, a peace officer or other public servant engaged in executing or enforcing the law may order the participants and others in the immediate vicinity to disperse. A person who refuses or knowingly fails to obey such an order commits a misdemeanor of the second degree.

So what the cop did, with the dispersal request, is not legal.
It's legal to tell people to disperse... it's not not something that they need to do.

I can walk around telling random people to disperse... but they don't have to.

But the cop used that as justification to arrest the person.

But you can't be charged with failure to disperse if you're alone.

Did the guy actually get arrested? The cop yelled "YES" at one point but the cop said a lot of things that weren't true.

And he wasn't alone. There was at least one woman and one guy with him, they all know random family members. They might not have shown up with him, but they were with him at that point. (That is 3 people btw)

I honestly didnt see the article, I just watched the video. My bad.

3 charges of possession. Like I said, pigs vs idiots. He approached the cop and started a conflict about the cops mask... while having naughty naughty in his possession.

The civilian should have minded his own business and the officer, as a public servant, should not be permitted to have anything displayed on his person that backs a cause, goes against a cause, or otherwise puts them in a place where the conflicting view will cause situations to escalate.

As a citizen I don’t want to see anything like that on a public servant while at work/on duty.

The city has pretty much told the union that the officer will be fired, it's just up to them how much the union is willing to spend to fight it. The city plans to open arbitration by presenting the body cam footage and just showing it over and over again through each step of the process until he's gone.

The countless examples of cops not realizing the body cams are on is crazy. It’s supposed to promote accountability but as you said the unions are making that very, very, hard.

Alfredo Saldivar endangered the lives of many when he drove recklessly in May leading police on a high-speed chase before eventually surrendering. According to police, Saldivar was speeding eastbound on State Route 69 before entering Prescott Valley, AZ. When Prescott Valley police tried to pull him over, Saldivar fled and eventually crashed into a truck before abandoning his vehicle in a shopping center parking lot. When police caught up with Saldivar, he did every single thing they asked, never once deviating from their commands. But they sicced a police dog on him anyway, and the dog was allowed to maul Saldivar for an entire minute in spite of the man obeying every single order they gave him.



Here's the police explanation of what happened:
“As officers confronted Saldivar and gave him numerous verbal commands to surrender, it initially appeared he was complying, then hesitated,” the department said in a written statement. “Saldivar’s hesitation and the observations made by police led officers to believe that he was going to flee from law enforcement again, which resulted in a Prescott Valley Police K-9 being deployed.”
Anyone see any "hesitation" in the video? I sure don't.

A Branson man has been charged with assault after an Ozark police officer broke his hand punching the man in the face several times.

Matthew Calhoun, 48, is facing the felony assault charge in Christian County in connection with a Dec. 14 encounter outside of a convenience store.

At a preliminary hearing Tuesday, Calhoun's defense attorney Stacie Bilyeu called it ridiculous to charge her client with using his face to cause "serious physical injury" to an officer's fist.

Janette Bleau, assistant Christian County prosecutor, argued the other side, saying Calhoun's aggressive behavior put the officer in a position where he had to defend himself and that resulted in the injury.

Ultimately, Judge Douglas Bacon chose to move the assault charge on to trial court, while dismissing a different felony resisting arrest charge.

Ozark Police Department Officer Trevor Spencer testified at Tuesday's hearing that he started following Calhoun's vehicle late at night on Highway 65 because he suspected Calhoun might be speeding, although he did not have radar to confirm that.

As the officer followed Calhoun, he ran the license plate and discovered Calhoun had a warrant for his arrest for violating the terms of his probation in a Taney County drug possession case.

The officer said he watched as Calhoun pulled off the highway and entered the Fast-N-Friendly convenience store on Jackson Street.

When Calhoun got back outside, Officer Spencer said he turned on his emergency lights and pulled in behind Calhoun's parked car.

Spencer said he then got out of his patrol car to detain Calhoun and a physical struggle ensued.

Spencer said he tried unsuccessfully to take Calhoun to the ground a couple of times, and Calhoun broke away — elbowing him in the chest.

The officer said he then grappled with Calhoun some more, and when Calhoun allegedly balled up his hand into a fist, Officer Spencer said he punched Calhoun in the face two or three times.

The punches resulted in the officer breaking his hand.

Spencer said after the punches, Calhoun ran away, but Spencer was later able to use a Taser on Calhoun and take him into custody.

At Tuesday's hearing, defense attorney Bilyeu called the case "absurd."

"Are we supposed to feel sorry for Officer Spencer because he broke his hand on my client's face?" Bilyeu asked the court.
