I do not have the slightest bit of empathy for that guy. Vanity plate holders, generally, can pound sand.
That said, it begs the question of whether or not all those tickets even can be enforced. If the license plate field is left blank, and the processing company's database reads that as 'NULL' and then sends out the ticket to that guy, I mean, how can that hold up when challenged? How could the original ticket even hold up even if the correct car owner received the citation given the license plate field is blank? How does the issuing officer prove in court that's the car? (Article mentions several instances where the guy has received tickets in jurisdictions he's never been to, or multiple makes/models of cars that are different from his.)
This feels like it might a problem that easier to solve than is being reported. Then again, part of me revels in the shafenfreude of hearing about a guy get so thoroughly derped.

But it's not the government causing the problem, it's the private processing company. Actually, the article says the CA DMV was actually more helpful in getting to a resolution.... which, having dealt with the CA DMV for 20+ years, I have to imagine is the first time that's ever happened.
