I don't know that one...in Europe, I believe save pct. is expressed correctly most of the time (i.e. 92.7) - I'm assuming that hockey just took baseball's batting average idea and stole it, as save pct. was originally called "efficiency pct." when it became an official stat in the early 80's...
Batting average has been around since the Bill of Rights, so I'm wondering if this was just a "math at the time" thing...or if they felt it was easier to express and digest...I have no idea...
We even say it in terms of standings..."Rangers are playing 500 ball/hockey"...

I actually prefer the weird decimal use because of how it sounds, audibly. Batting 300 is superior phrasing to batting 30%.

That's probably true...but I feel like this is one of those things that if for your entire life you grew up saying "he's batting 30%" then "he's batting 300" would sound like alien vomit to you...

It's more like you are saying "he's batting 300 thousandths" and removing the denominator to make it short. We do this all the time in engineering. A part is a thou (.001) off or this diameter has a tenth of a thou (.0001) tolerance.
