I dont see how thats the case. The supply of promising but inexperienced NHL coaches isnt going to go away and the number of teams in need that are willing to drastically overspend for a coach has plummeted.
The price of doing business just went up. I don't think it matters if the crop of available coaches is any good.

This doesn't move the needle. Look at the NBA if you need to know why. The highest paid coach makes 9 million dollars more than the lowest - and there are several at that level.

Yeah, that's just silly. The teams with the funding to pay that much for a coach are, shall we say, limited.

The point is that this contract operates completely outside the actual coaching market? That didnt seem to be your point.

It makes a sizable gap between the highest paid coaches and the lowest paid coaches, which is bad business in my opinion. It also takes low budget teams completely out of the running for high profiled coaches (I'll admit those teams didn't have much of a shot to begin with).

I can see it driving coaching prices for experienced successful coaches up slightly... maybe in the upper 3s per year. But how many coaches fit that bill? 5?

More than likely it gives more opportunities to guys like Mike Johnston and Dave Hakstol who can come in and do as well or better than a Todd Mclellan or Peter Laviolette for half the price.

I'm pleasantly surprised that there hadn't been any axe grinding about hiring a coach before a GM.

That's the whole point.
This ^^^^

The salary cap was instituted to give the league parity.

Whether or not this is significant depends on your views of how much a Scotty Bowman, Bob Johnson, Toe Blake, or Mike Babcock can have on the success of a team.

As a side note, I wonder how much longer now until Mike Keenan returns from the KHL
