However, if you are not a homer and actually watch the video, Dubinsky technically drops his gloves first and ducks because he gets BLASTED with he first shot.

Also, Beleskey on waivers from Boston...as if we all didn't know that was gonna be a bad contract...Beleskey is a good 4th line player, really good...but not worth four sheets...

AFAIK, no. The "AHL Leggio rule" is explained here, and the amendment (game misconduct in addition to penalty shot) was done in 2014:

Not "gave", "will give" from now on. Last Friday, DEL did not have any other penalty than to just award a penalty shot - which Leggio saved (similarly to the outcome of his 2014 AHL game). So, DEL just announced that from now on, an intentional dislodging the goal during the opponent's breakaway attack will result in the "awarded goal".

I don't think Leggio was at fault any more than a basketball player intentionally fouling an opponent who has a bad free-throw shooting percentage. Leggio was even quoted after the game that he wanted to help the team and that he would always take the penalty shot over 2-on-0 situation. But, I think the "awarded goal" is the correct way to combat a bad hockey rule.

It does not even have to be "mauling" - just throwing a stick in the path of a puck that would eventually cross the (empty net's) goal line would do.

BTW, Leggio reasonable tactic is nothing against what this guy did (Igor Murin, retired Slovak goalie who used to play for HC Zlin in the Czech Extraleague). Incidentally, the goal indeed did not count! :)
