I think the only 10 million country that can stay consistently on top is, rather inexplicably, Portugal. All other smaller countries go through cycles. Czech Republic is very ordinary now, with no real promise to go up. On the club level, Slavia Prague may be a decent team, but the real stars on their roster are foreigners.

Uruguay has not won much, and Netherlands has had some pretty bad years - failed to qualify for Euro 2016, WC 2018. Portugal, on the other hand, almost never misses.

Uruguay has not won much, and Netherlands has had some pretty bad years - failed to qualify for Euro 2016, WC 2018. Portugal, on the other hand, almost never misses.
I was shocked - shocked! - to learn that Uruguay has won the Copa América only once since 1995. Portugal, on the other hand, has only been consistently good for the last maybe 20, 25 years and barely ever qualified for anything before that.

Granted, Uruguay being a regular at the World Cup isn't quite the accomplishment it'd be for a European nation.

I've been watching a good bit of Italian soccer since it's on the ESPN app.

The quality is not great, but it's a lot more attacking oriented than the EPL
