A hot dog is referred to as a hot dog regardless of whether or not it is in a bun. You can easily eat a hot dog without a bun (and it's still called as such).
In any sandwich, the contents should be relying on the bread in order to be eaten in a convenient and clean fashion (in the absence of silverware). Also, any sandwich should reasonably be able to be cut/served in halves/thirds/quarters etc.
