It's one or the other. If you're paying the normal $7.99 fee, you can stream it on any Amazon device (or the Music app on your phone). The $3.99 plan is for the Echo devices only.

Google Play All Access never gets into those comparisons. Very happy with that service, but I've noticed more compilations or soundtracks missing certain tracks or artists all of a sudden. It's rare though, and often times I can make a playlist with the missing tracks...like the Guardians of the Galaxy vol 2 soundtrack.

I don't plan on buying anything unless I see something cool or useful at a good price. I would, however, highly recommend the Keepa Amazon price tracker plugin (https://keepa.com). Having historical prices show up in each product's page has been a massive positive to my shopping experience.
