Nokie Edwards, one of the guitarists for the Ventures (has the hat in the video).

Wanted to make sure this didn't go unnoticed...The Ventures had an enormous influence on a lot of bands. They were one of the earliest surf rock pioneers, and the Beach Boys borrowed heavily from their sound. His distinctive guitar work was widely admired:
