This is perhaps the one area where taxation in CA is less steep than nearly everywhere else. Lottery winnings are not taxed.
If the prize is relatively low (six or seven figures) I'd take the payout. Once it starts wandering up into the eight and nine-figure range, then the annuity can make sense. Because you are going to be left every year with an enormous amount of money that just sits there. So you can realize the benefits of investing large sums of money early on while still having the fairly stable security of guaranteed buckets of money refreshing every year.
Or just take the payout. Either way, it's free money. Have yourself a time.

Don’t know where else to put this but I’m proud.
Last April I was 294lbs.
I figured out I had a gluten intolerance and also started to diet pretty hard. Very very limited intake of wheat products which eliminates a ton.
Now, this April, I’m 248lbs. My goal is 230lbs.
I’m pretty happy with myself.
