STEMMING FROM AN INCIDENT THAT OCCURRED IN BOTH BEDFORD AND CAMBRIA COUNTIES IN 2005. THIS IS A FATHER-DAUGHTER, THEY BOTH WERE ARRAIGNED IN FRONT OF JUDGE BAKER. BAIL WAS SET AT $100,000 EACH.

EverythingLubbock.com chose to withhold the age of the child for the sake of privacy. CPS took the child because Stephanie Bowser was unable to name someone else who could take care of her.

Court records said, “[It is] alleged that Wesley Bowser, maternal grandfather, … is possibly the father…”

Court records did not specify if Wesley was a biological father or a step-father of Stephanie.

Court records said investigators spoke with Stephanie Bowser.

“Stephanie stated the accusations that are coming out of Pennsylvania regarding incest are not true and she plans to prove that,” court records said.

“Stephanie stated she did not know who [the child’s] father is,” court records said. “Stephanie states no one is listed as father on [the child’s] birth certificate.”

BEDFORD – Bedford County District Attorney Bill Higgins was charged Wednesday morning with 31 counts of obstruction, intimidation of witnesses and hindering apprehension while in office.

The charges include 11 obstruction charges, three official oppression, three reckless endangerment, six hindering apprehension and nine intimidating witnesses charges.

The intimidating witness charges include counts of refraining from reporting, misleading or false testimony or withholding testimony.

The charges were filed by the Pennsylvania State Police bureau of criminal investigation and online court documents indicate the offenses took place in 2014.

Higgins, 43, is being represented by attorney Steve Passarello of Altoona. He was arraigned Wednesday morning by District Judge Kathy Calhoun, who set bail at $50,000 unsecured.

Higgins, who first took office in 2004, remained in office but stepped down from his post in the county's Republican Party in 2008 after a woman hoping to seek a municipal tax collector position in the county alleged that he forced her to have sex in his courthouse office.

According to The Tribune-Democrat archives, Higgins admitted to having consensual sex with the woman in July 2008 following a county Republican Party fundraiser, but refuted her claims that the incident was rape or sexual assault.

The woman filed a private complaint in 2009, arguing Higgins forced her to have sex with him that night while she was intoxicated. Her complaint was later rejected by then-state attorney general Tom Corbett's office and her request to access specific details of that investigation were denied in 2010 by Centre County Senior Judge Charles Brown, who cited lack of physical evidence and specific details around her claims.

The Everett Police Dept, filed charges of Criminal Mischief, Disorderly Conduct and Theft By Unlawful Taking on 22 year old, Keeshawn L. Allen, of 612 B Cherry St., Windber, PA.
The incident occurred in the parking lot of the Old Dirt Road Primitives at 338 West Main Street. Everett, on June 30th 2018. Allen, engaged in a argument with his girlfriend, and then became angry and then removed a Wooden Décor from the business without paying for it. Allen then threw the wooden item at his girlfriend’s vehicle. The Wooden Décor struck a parked 2005 Toyota vehicle belonging to Becky Replogle, of Hopewell, Pa. causing $576 in damage to the Replogle vehicle. Charges were filed at District Judge Kathy Calhoun office.

The Everett Police Dept. recently cited Kevin R. Barton, 21 years of age of 1380 Memorial Church Rd. Everett, Pa.
Barton was cited for Disorderly Conduct, for kicking a puppy belonging to him. Barton also agreed with Police, to give the puppy away to a friend.Charges were filed at D.J. Kathy Calhoun Office.

HE ALSO CHOKED A DOG AND THREW THE DOG ACROSS THE ROOM. HE WAS CHARGED WITH SIMPLE ASSAULT, HARASSMENT, AND CRUELTY TO ANIMALS. HE WAS PLACED IN THE SOMERSET COUNTY JAIL ON $30,000 STRAIGHT BAIL.

A TERRORISTIC THREAT OCCURRED 08/18/2018 ON BUCKSTOWN ROAD IN STONEYCREEK TWP. 45 YEAR OLD DONALD ROY CHANEY JR OF STOYSTOWN,PA REPORTED THAT HIS FATHER 77 YEAR OLD DONALD ROY CHANEY SR THREATENED TO SHOOT AND KILL HIM BECAUSE HE CALLED HIM ” UNCLE ERNIE ” THE VICTIM ALSO REPORTED THAT HIS FATHER STRUCK HIM WITH AN OPEN HAND AND THREATENED TO HIT HIM WITH HIS CANE.
