Ball was in the hazard so the only choice was play it or take it to the drop area. It wouldn’t have mattered if it had crossed and gone back in.

The clubhouse is a 400-yard walk from 18 green so that was gonna take time. And after the cards are certified, the players do get a couple minutes to gather themselves before going back out.
