Depends on how cynical you want to be. He was a big name going to VCU, which was playing in an underwhelming conference. His final year there was his worst, which could be indicative of his inability to recruit midrange prospects. Moved to Oklahoma. First season sucked as they lost a bunch of heralded recruits with the coaching change, including that **** dadhole piece of **** Scottie Reynolds. Year two he lands Blake Griffin and they're good. Year three is another year of Griffin and a couple more big time recruits, resulting in OU's best season while he was there. Year four is more big time recruits but the team sucks and has a losing record. Before year five his top assistant resigns for recruiting violations that Capel had no involvement in (wink wink). Anyway, that's now Pitt of my younger years (Ralph Willard level)...
He's never been a good X's and O's coach. Relies on superior recruiting, which was easy to recruit at Duke and had improper financial backing for at OU. He's failed miserably in that regard here, can't recruit midrange guys and coach them up, and the players have no idea what they're doing on the court. So yes, he's always been this bad.
I have no idea the number of teams in the Big East during the Willard era, but they finished 9, 7, 2 (NIT appearance), 5, and 9. He had a .434 win percentage and .344 in conference. Dude even managed to put together a winning season. Capel is at 14 13, 12, and 11 (look at that annual improvement!). .429 overall and .284 in conference. I'd say they're worse than life under Willard. Before that was the uneven awesomeness of the Paul Evans era. Roy Chipman got them to the tournament or NIT in most seasons. This program has essentially been nuked back to the 60s.

So this bozo after the game says "we need to get better players" well you still recruit like you were at Duke, and he cant' coach his way out of a paper bag. Also, his brother is a terrible coach.

Completely forgot about that one lone NIT season under Willard - even though it made me realize for the very first time that University of Arkansas existed (Razorbacks beat Panthers in the 2nd round).
At least I still remember the very improbable victory over Villanova in 1997(?) when I saw in person Jason Maile scoring eight(?) 3-pointers in Fitzgerald Field House...
