Sure, when they don't need to talk. That's not my issue. Listening to them try and talk on a connection with static and background noise is brutal to follow.

I already received an email back from PennDOT.
I Googled the person she CC'ed on the email and she is the senior civil/transportation engineer for PennDOT District 6. I'm pretty impressed so far.Good Morning,
We are in receipt of your Customer Care Concern. It has been assigned to our Freeways Section where an engineer/technician will review it. Once their review is complete you will be notified of their findings.
