Green means following CDC guidelines I believe still. So it's not back to normal, but most of the heavy restrictions are lifted. I would assume social distancing is still a thing etc. Not sure if there is an actual list somewhere saying what is still recommended.

You'd have to think those numbers are heavily concentrated in the cities with major outbreaks though, which would mean a much lower percentage of the populations has been exposed in rural areas and small cities.

Won’t matter in regards to herd immunity as this study shows that herd immunity threshold (when cases will start declining naturally) can be hit depending on the area anywhere from 10% to 40%. Marc Lipsitch seems to think it’s possible.

Apparently Centre County was also on the list to turn green, but a couple County commissioners asked to push it back a week and the a Wolf administration said “okay”.

He said the U.S. had to institute severe measures because Covid-19 cases were exploding then. "But now is the time, depending upon where you are and what your situation is, to begin to seriously look at reopening the economy, reopening the country to try to get back to some degree of normal."
However, Fauci also cautioned states against reducing social distancing measures too quickly, adding they must take "very significant precautions."
"In general, I think most of the country is doing it in a prudent way," he said. "There are obviously some situations where people might be jumping over that. I just say please proceed with caution if you're going to do that."

Yup. I still believe the measures that were taken were necessary and I think, depending on the situation in your particular area, it’s time to start opening back up. Some will do it quickly and others won’t. Just the nature of the “correct” way to do it for your area. I only use quotes because no one really knows the correct way to do this.
