Agreed 100%.Of course we can. Not without proper testing, contract tracing, and quarantining when appropriate. We need to be able to lock down specific areas again if there are hot spots. That has to be an option.

But hes qualifying the 2nd... "if" we do these things, "if" we make the right moves, "if" we continue to wear masks and socially distance.
If we stop doing any of those, we will have the second wave, but if we're able to do all of that we'll be fine, is the gist I got.
