A Somerset County man has pleaded guilty to charges after using a dog shock collar and pepper spray on children in 2020, according to the charges filed.

According to Somerset County Acting District Attorney Molly Metzgar, John W. Bailey, 34, of Sipesville, pleaded guilty to one count each of recklessly endangering another person and simple assault.

In July 2020, state police received a Childline report about Bailey putting a shock collar on a child and turning it up to 100, then chasing him around the house, state police noted. In another interview with a child at the Somerset County Child Advocacy Center, state police were told that Bailey would be physical and cause them pain.

State police were also told that Bailey would call the children “p******” if they would get upset after he would beat them, according to the criminal complaint.

State police then proceeded to conduct interviews over the course of two weeks with multiple children who told police that Bailey used the shock collar on different parts of their bodies and that he also would pepper spray them in the eyes. One of the children even described the feeling as if “his eyes were on fire,” state police noted.

On Aug. 29, 2020, Bailey was interviewed by state police and claimed that everything was false, even telling the police “how good of a guy he is”. When asked if he ever brought his department-issued pepper spray home from the Somerset County Jail, he told police he did but nothing happened with it, state police noted.

After state police told Baily they felt he was being deceptive, Baily did admit to using the shock collar on the children but did not admit to pepper spraying them, according to court documents.

On July 15, Bailey pleaded guilty to one count each of recklessly endangering another person and simple assault.

Metzgar praised the work of her office and the cooperation of the victims to get Bailey convicted. “My office worked with the victims to achieve a conviction that they approved of without requiring the children to testify, yet serious enough to remain on his criminal record.”

Bailey is scheduled to be sentenced on September 29.[/qy]

Deputies with the Okaloosa County Sheriff’s Office arrested Sheena Russell, 45, on Wednesday on suspicion of grand theft, fraud and exploitation. Russell is accused of taking nearly $600,000 from a woman’s account to spend on extravagant vacations and bills.

The brother of the Destin elderly woman tipped off investigators after she moved into a senior living home. The brother lives out of state and became responsible for her financial accounts. He told sheriff’s deputies he noticed large money transfers to Russell over the last few years.

The department spoke with the victim and confirmed that she never allowed Russell to take any money from the accounts.

Russell is known to the family for helping the 99-year-old woman run errands after her husband died. Russell met the woman and her late husband while working as a waitress in Fort Walton Beach, officials said. Russell now works as a waitress in Destin.

Bank records pulled by the sheriff’s office show wire transfers to Russell’s account between March 30, 2020, and Sept. 22, 2021, for more than $582,647.

Investigators spoke with Russell’s attorney who claimed the victim and Russell had a joint business venture. The sheriff said the attorney’s office could not provide documents to prove a business relationship for the money transfers.

Investigators said Russell spent that money to pay off her mortgage, buy a car, fund trips to Walt Disney World; Pigeon Forge, Tennessee; the Atlantis Resort in the Bahamas; Washington, D.C.; and to go skiing in Utah.

The victim’s brother told the sheriff’s office that he believes Russell tried to keep the woman away from family members to hide the scheme.

Russell has been released from the Okaloosa County Jail on a $60,000 bond. The sheriff’s department said Russell declined to give a formal statement to investigators and has since fired her attorney.

Unfortunately, that's not an uncommon event, and certainly not limited to Florida. I often handle litigation projects for our Estates group, and I've handled a number of cases like that over the last decade or so. In some cases it's a child who goes in and spends all of mom or dad's money.

A transgender woman incarcerated at a women’s only prison in New Jersey has been moved to another facility after impregnating two female inmates earlier this year, according to a local report.

Demi Minor, 27, was transferred last month from the Edna Mahan Correctional Facility in Clinton to Garden State Youth Correctional Facility, a prison for young adult offenders located in Burlington County, Dan Sperrazza, a spokesman for the state’s Department of Corrections (NJDOC), told NJ.com.

Sperrazza said Minor, who is serving a 30-year sentence for manslaughter, is currently the only woman incarcerated at the facility and was placed in the vulnerable unit. He couldn’t comment further on Minor’s housing situation due to NJDOC’s privacy policies, the paper reported.

Upper Macungie Township police shot a snake to death in order to save a man who was being strangled by the reptile in Fogelsville.

On Wednesday afternoon after 2 p.m. in the 1400 block of Church Street. Police said officers responded to a call at the home for a man in cardiac arrest with a snake wrapped around his neck.

When the responding officers arrived at the house, police said the 28-year-old man was lying on the floor unresponsive with the middle portion of the large snake wrapped around his neck.

According to police, one of the officers on the scene was able to shoot the snake in its head without causing further injury to the man. After the snake was hurt from the gunfire, police say they were able to pull the man to safety.

The man was rushed to an area hospital. His condition is unknown at this time. Police estimated the snake was at least 15 feet long.
