His punishment should be to be thrown into a cage with a tiger.

Five tigers. Or five hundred duck-sized tigers.

China's bid to contain a deadly new virus by placing cities of millions under quarantine is an unprecedented undertaking but it is unlikely to stop the disease spreading, experts warn.
The contagious virus has already reached elsewhere in China and abroad, and even an authoritarian government has only a small timeframe in which trapped residents will submit to such a lockdown, they say.
"I think we have passed the golden period of control and prevention," said Guan Yi, an expert on viruses at Hong Kong University.
China began its campaign on Thursday, cutting off all transport links out of Wuhan, a city of 11 million people where the coronavirus linked to SARS emerged late last year.
A cascading number of nearby cities has since been added to the travel blacklist, corralling more than 40 million people in a bid to stop those with the disease travelling and infecting others elsewhere.
However, with the death toll at 26 and infections being detected as far away as the United States, there are fears the exercise is too little too late.

Judging by some of the stories you've shared that assertion checks out.

Two cases in France. 15 more deaths and 180 more confirmed cases in China, which is likely under-reporting the situation. Also reports of confirmed cases in Xinjiang, where China operates the Muslim detention camps that keep over a million prisoners in horrific conditions.

So it sounds like this entire outbreak can be traced back to this:

The Chinese market at the center of the deadly coronavirus outbreak sold live animals — including wolf pups, foxes, rats and peacocks — to eat, according to a new report.
The wild animals were among 112 items that were peddled at the Huanan Seafood Market in the central city of Wuhan, Agence France-Press reported.
Other wildlife sold at the market, which has since been shuttered, included crocodiles, giant salamanders, snakes, porcupines and camel meat.

There seems to be all kinds of moving parts to this mess. They're linking it to the weird food markets, but Wuhan is also home to China's largest virus research center, where they do a ton of work on SARS. Journalists started reporting on the increased number of flu-like cases in early December, but the Chinese government had them arrested and disappeared. It was officially reported to WHO on December 31, which means there was plenty of coronavirus activity going on while students were home for the holidays and nothing was being done to combat the outbreak until they started going back to their respective countries of international study.
Wuhan's hospitals are completely overrun, doctors and nurses are infected, signs are being posted on hospital doors that they are full, out of medical supplies, and your best bet to is to go home, disinfect yourself, and to stay there until this is over. The number of cases is being kept low because the Chinese government has taken a hard line with the "confirmed" cases definition, so the 100,000 people in Wuhan with flu-like symptoms, who either haven't been tested or won't be tested, aren't being factored into the number. Our friend's mother, who is a gynecologist, has been on call 24 hours a day for the past week and was told to prepare to be ordered to Wuhan, which is about 1,000 miles away.

What a strange day yesterday.
Shortly after waking up yesterday, I got a text alert from my school. There had been a mass shooting at a bar frequented by our students. Counselors would be available later that morning.
2 dead at the scene, 5 wounded. Turns out one of our students is in critical condition, not expected to make it. A freshman, 19 years old. The two dead were also young.
If you thought living in a small, rural town would protect you from mass shootings, guess again. If it can happen here (7000 people), it can happen anywhere.
...and then there was the Kobe and his daughter crash, which made the day worse.
I'm in a fog.

Detergent refilling station at a drug store in Czech Republic. They’re apparently testing this along with shampoo refilling stations, including new trials in the UK. I would gladly use this if they installed one at my local Target.
