The newspaper reported that some officers who were supposedly too hurt to do police work managed to simultaneously hold down second jobs, in violation of a police directive, or engage in other strenuous activities, such as competing in a softball league. While out of work, officers do not have to pay state or federal taxes on their police salary, creating an incentive for some to milk the system.

Whistleblower claims have been brought against the West Virginia State Police. Claims include:

- An officer placed hidden cameras in the women's locker room of the State Police training facility and recorded hundreds of hours of female officers undressing.

- Off-the-books "ghost accounts" used for personal purchases, which are charged to the State Police.

- Senior officers paying themselves false overtime.

- Senior official using police vehicles to travel for extramarital affairs.

- Complaints of sexual assault/harassment against State Police supervisors being ignored.

The tl:dr: Kansas Highway Patrol is targeting out-of-state drivers for pretextual traffic stops, hoping to "catch" people returning from neighboring states that have legalized marijuana. After they write the pretextual ticket, they ask if they can search the car, and if the driver refuses, they detain the driver and make them wait while the cops call in a drug-sniffing dog. The problem is that the SCOTUS held in the 2015 case of Rodriguez v. United States that this exact behavior—extending traffic stops to call in drug dogs—was unconstitutional and that it violates the Fourth Amendment prolong a traffic stop in order to perform a dog-sniffing drug search unrelated to the original purpose of the stop.

A Detroit woman is suing the city’s police department after one of its officers shot her dog and dumped it into a trash can without telling her.

The lawsuit, filed in U.S. District Court on Feb. 8, alleges a Detroit cop violated the Fourth Amendment rights of Tiffany Lindsay in September 2021 when he jumped over her backyard fence without a warrant or probable cause in search of a carjacking suspect.

Lindsay’s dog, Jack, lunged at the officer, Steven Brandon, biting his forearm and tearing his pants, according to a police report. Brandon responded by striking the dog several times before drawing a gun and killing the animal.

“Brandon apparently attempted to hide the seizure of Jack from Plaintiff by stuffing Jack’s body into Plaintiff’s neighbor’s trash bin,” the lawsuit states.

If Brandon bothered to knock on Lindsay’s door and ask for permission to search her yard, the incident would never have happened, the lawsuit states.

Brandon’s acts “were intentional, grossly negligent and amounted to reckless or callous indifference to Plaintiff’s constitutional rights,” according to the lawsuit, filed by attorney Christopher S. Olson.

Olson further alleges that DPD kills more dogs than any police department in the country because it doesn’t take the shootings seriously.

When officers kill a dog, they’re only required to file a “Destruction of Animal” report that is signed by the police chief or his delegate.

“The Destruction of Animal report approval process is a sham rubber stamp,” Olson wrote in the lawsuit.

An investigation by the Justice Department has concluded that police in Louisville, Missouri, routinely violate residents' constitutional rights by using excessive force, conducting illegal traffic stops and narcotics raids, retaliating against residents for protected speech, and discriminating against minorities.

The Justice Department's Civil Rights Division released a report today finding that the Louisville Metro Police Department(LMPD) and local government had "a pattern or practice" of constitutional violations. The civil rights probe was launched in the aftermath of the police killing of Breonna Taylor, who was shot to death during an LMPD narcotics raid in March 2020.

"The Justice Department has concluded that there is reasonable cause to believe that Louisville Metro and LMPD engage in a pattern or practice of conduct that violates the constitutional rights of the residents of Louisville—including by using excessive force, unlawfully discriminating against Black people, conducting searches based on invalid warrants, and violating the rights of those engaged in protected speech critical of policing," Attorney General Merrick Garland said in a press release. "This unacceptable and unconstitutional conduct erodes the community trust necessary for effective policing. It is also an affront to the vast majority of officers who put their lives on the line to serve Louisville with honor. And it is an affront to the people of Louisville who deserve better."

The investigation found stunningly unprofessional behavior by LMPD officers.

"Some officers have videotaped themselves throwing drinks at pedestrians from their cars; insulted people with disabilities; and called Black people 'monkeys,' 'animal,' and 'boy,'" the report says.

The next step should be comprehensive reforms along the line of my proposed my 11-point plan for how I would reform the police (https://www.fifthavenueforum.com/forum/ ... 60#p795460). Even a subset of those reforms would be a good start.

What is likely to happen is that the police unions and the blue code of silence will stymie any reform efforts, and while there may be some desultory reform efforts, none will make structural change, and things will largely go on as-is.
