So what can they do if they review it and see he was over the line of scrimmage? Would they penalize the steelers for that? Just replay the down?

His entire body has to be over. It doesn’t matter where the ball is.

Everyone is focusing on the position of the ball. As long as any part of the passer is behind the LOS, it's a legal fwd pass.

Why is there never a camera directly across the goal line?

Once a team enters the red zone, it should be automatic.
