On a scale 1 to 10, how hard is it to transfer everything on a hard drive (Windows included) to a different one?
Depends. Are you looking to essentially take a drive from an old computer and install it in a computer with totally different hardware? I'm also assuming that we're talking about Windows 10?

I ordered my new box with a 1TB HDD, but wasn't super impressed with the boot time. I have the SSD from my old PC that I wanted to reformat and put in the new box, just to have the two drives.

I'd rather have Windows 10 on the SSD, though.

I'm still a little confused. Are you looking to clone the new 1TB HDD to your old SSD, and then use that to boot? If so, that's a 1 on the scale. Most manufacturers make a free clone utility.

A co-worker received this request and has to write a formal justification for allowing/denying it. The Win10 App Store is blocked by policy so they are requesting an exception to a policy already thoughtfully put in place:

Summary: Windows (Free) Themes
Notes: Respectfully request upper level Administrator (please elevate this ticket request) access my machine and download a modest amount of (free) Windows Themes (maybe 2-4 default/favorite(s) Themes of their choice with higher numbers of images [above 10]) to AUGMENT the two already available (Windows 10 [5 images] & Flowers [6 images]) - Landscape, Paths, Waterfalls, etc.

This is a priceless quality of work environment that for me personally increases productivity and that has not degraded system performance in the past 10 years.

At previous district this was available for user without assistance; and I understood it was because they were not executable programs and therefore deemed safe.
Emphasis mine, for the lulz. Get to work.

Users do have control of the 'Set as Background' right click function so they can change that if they want. And they can control the 'color' from the Personalize screen. The only thing at theme would get them is sounds and mouse cursors.

Yeah, I'm surprised that they don't just do a Google Images search for a wallpaper and save it locally/set it.

Amusingly the Windows 7 'widgets' were very, very exploitable and a constant frustration on our enterprise. We had to disable them but they kept popping up. Maybe the prohibition on themes stems from that frustration.

Customers who took their computers in for a free “PC Health Check” at Office Depot or OfficeMax stores between 2009 and November 2016 were told their computers had malware symptoms or infections — but that wasn’t true. The FTC says Office Depot and OfficeMax ran PC Health Check, a diagnostic scan program created and licensed by Support.com, that tricked those consumers into thinking their computers had symptoms of malware or actual “infections,” even though the scan hadn’t found any such issues. Many consumers who got false scan results bought computer diagnostic and repair services from Office Depot and OfficeMax that cost up to $300. Suppport.com completed the services and got a cut of each purchase.

I can guarantee that matter isn't going to stop with an FTC fine. That behavior would also violate state consumer-protection statutes, and a lot of those state laws—such as the Pennsylvania Unfair Trade Practices and Consumer Protection Law—have provisions that require a defendant to pay a successful plaintiff's attorneys' fees. I'm sure the plantiffs' bar is whipping up class-action lawsuits as I type this.
