You cannot downgrade phpBB to a lower version, because the database will have been upgraded to the 3.1 structure. The only way you could downgrade is by restoring the old files (php files, etc.) and the old 3.0 database.

Personally I wouldn't roll back now. The extensions will catch up in time and your overall posture will be much better once everything is settled. By rolling back you're accelerating the timeline of when you'll have a compulsory upgrade to deal with.

I'm probably going to try a fresh install first. I didn't do that last time - but I want to just do a clean install with the only thing remaining the same is the config file.

We'll see what happens first.
