I think it's the other way around. The circumstantial evidence is stuff that's already in the public record - firing Comey for Lester Holt reasons, having Russian diplomats in the Oval Office for some quality time, etc. It's stuff that's not yet more broadly known that merited opening a criminal investigation with the name of the President of the United States in the subject line of the case file.I’m guessing a lot of circumstantial evidence.
