Easier said than done, especially for a small business. They may be able to pay a little more, but then they will only be able to bring back fewer employees full time and who knows the staffing needs.4) Maybe pay them a bit more to come back then if you need them?
Now that said, I know posted later there are rules surrounding collecting this unemployment and these former employees may be screweing themselves turning down a job, but "just pay more is not always a reality".

But if he so desperately wants to bring back employees to pay them with a loan that's going to be forgiven, what's the harm in paying them more than before? That map cannot be accurate. Virginia was one of the first states to shelter in place and West Virginia just started.
Also it is interesting that the yellow spots in the South are where the big cities are, less travel necessary.

The SBA loans aren’t great. The hobby shop employs two people, my father runs it and doesn’t take a “paycheck,” rent is the lions share of expenses so he’s fairly SOL.

On top of that, I've been to western Nebraska and Eastern Colorado (where my Grandpa was from). 0% chance people aren't traveling more than two miles for things. You would literally starve to death if that was the case.
