Both parties have their arcane rules covering committee assignments and chairships and whatnot, and I understand the desire to foster development of newer members and the interest in not letting complacency set in amongst senior leadership. It just seems that if you've got someone with a demonstrated competency and track record in a certain job, maybe you lean on that a bit harder than others.
