U.S. charges Russian intelligence officers in several high-profile cyberattacks
The United States on Monday unsealed criminal charges against six Russian intelligence officers in connection with some of the world’s most damaging cyber attacks, including disruption of Ukraine’s power grid and releasing a mock ransomware virus — NotPetya — that infected computers globally causing billions of dollars in damage.

That group, authorities say, also hacked computers supporting the 2018 Winter Olympics in South Korea, hacked and leaked emails of individuals involved in French presidential candidate Emmanuel Macron’s campaign in 2017, and targeted the international and British organizations investigating the poisoning of a former Russian operative, Sergei Skripal, two years ago in Britain.

The alleged hackers are members of the same military intelligence agency — the GRU — previously charged in connection with efforts to interfere in the 2016 U.S. presidential campaign. But the new indictment does not charge them with U.S. election interference, and officials said the announcement was not timed to the current political schedule.

This is probably a dumb question but are they counting these votes as they come in or do they have to wait until Election Day? Follow up: if they are counting, are they allowed to disclose the count?

This is probably a dumb question but are they counting these votes as they come in or do they have to wait until Election Day? Follow up: if they are counting, are they allowed to disclose the count?
Of course it's different in every state.

It depends on the state. So do, some don't, some leave it up to local officials to determine when they start counting.

I can understand wanting to keep a lid on the rolling count total before election day (you don't want to do anything to depress voting - "Oh, I was going to vote for Candidate B, but it seems Candidate A is running away with it, so I'll just sit this one out"), but I don't really understand the theory behind not allowing election officials to begin counting until election day itself. Like here in CA, they can't even begin counting any ballots until the polls close on election day - that seems silly to me.

GOP loses PA case:
The Supreme Court will allow Pennsylvania to count ballots received up to three days after the election, rejecting a Republican plea.

The justices divided 4-4 Monday, an outcome that upholds a state Supreme Court ruling that allowed election officials to receive and count ballots until Nov. 6, even if they don't have a clear postmark.

Republicans, including President Donald Trump’s campaign, have opposed such an extension, arguing that it violates federal law that sets Election Day as the first Tuesday after the first Monday in November and that such a decision constitutionally belongs to lawmakers, not the courts.

I think the old cut off date to be received was election day. Now they can arrive up to 3 days after election day.
