Probably a bit of both, like most issues in this country.
Tech companies have flourished, adding more and more staff and making tons of money. Affordable housing is scarce, and local governments hasn't done enough to encourage affordable housing (pressure from developers). Plus, the weather is very pleasant in the Bay Area. Easier to live outdoors year round.

The quantity of homeless is dependent on the size, accessibility and appeal of the area. There's nothing to glean from SF having a high volume of homeless.
What I'm not sure about is how a city prevents aggressive homelessness. In Philly, NYC and DC, I've generally had completely benign experiences. In Boston and SF, I've found it very different, where you're vulnerable to harassment and intimidation. Not sure why this is.

You can absolutely chalk this up to the kid gloves that city officials treat the homeless with. The City of SF coddles the homeless population and gives them pretty much free reign to do whatever they want on the streets. You remember the big cleanup of NYC under Giuliani? Manhattan was a totally different place thirty years ago. That cleanup hasn't happened in SF, and it won't happen because even those homeless that are aggressive, sht on the sidewalk, etc. are considered marginalized.In Boston and SF, I've found it very different, where you're vulnerable to harassment and intimidation. Not sure why this is.

More just a general observation (not a complaint), but it was surprising the number of Spanish-speaking parents in my daughter's Kindergarten class that needed their own children to translate for them. I get the language barrier, but to me, if my kid was starting grade school in our new country, I would probably be busting ass to learn the language. Who knows how long they've been here, but it was weird to see 5/6 year olds translating for adults.

Guessing they’re busting their asses with shift work, basic survival and things of that nature - and are also keenly aware that it would be better to learn the language than not.

My great-grandparents didn’t speak english when they arrived in this country. yet they learned it quickly while being coal miners and raising 3 children. I know several people that have been in this country for 10+ years that have the English vocabulary of a 4 year old. While yes hardworking in their jobs, I think it is a definite lack of respect for the country you call home to not learn their language.Guessing they’re busting their asses with shift work, basic survival and things of that nature - and are also keenly aware that it would be better to learn the language than not.
If I ever moved to a foreign country I’d be sure to learn their language.

However, compared to Chicago, NY, Minneapolis, Seattle, etc., San Francisco doesn't get the severe heat and cold of other major cities. You know what I mean. A little rain and fog ain't no thing for a homeless dude.
