It looks like it's because there's a maximum price cap on cars eligible for the credit, and all Teslas (even the Model 3) are over the cap in terms of Canadian dollars. So the credit would not be available for expensive electrics like the Jaguar I-Pace or BMW i3, either.

The cap is 45k. The Tesla model 3 is 35k.

The cap is 45k. The Tesla model 3 is 35k.
That's the base price of the car before selecting trim level, which means it is not possible to actually buy a new one for that. The actual cheapest dtive-off price - which is what rebates and tax credirs are based off - is more like $45k, and that's in USD. It is the single biggest failure of the company to date imo, spending years touting that $35k number and missing it by 30+%. And I'm one of the biggest Tesla fanbois here.

My guess is to set the expectation and give the soundbites that Trump and his supporters will then spout off afterwards. That already happened once with the summary, so this is just another version of the same thing.

I for one am thankful that we have been assured that Wm Barr is not conducting himself in a manner primarily focused on protecting the president and the presidency itsellf. Because I'll tell you what, if not for those assurances his conduct the last couple weeks might otherwise seem somewhat sketchy.
