We have a top-two primary system here, the top two vote getters in the primary face off in the general regardless of party affiliation. Schiff spent money to more or less help Garvey and ensure that he was the opponent in the November general election. Two Democrats in the general election would be an expensive bloodbath. A Democrat v a Republican assures that money can be better allocated to other races because it should be a cakewalk for the Democrat. This is not skullduggery, it is Campaigning 101.
