Good question and I'm not sure.

I would imagine that it takes a fair bit of time to hire new staff and set up all of the apparatus that goes with being a senator. I mean, I doubt Fetterman has any interest in hiring Toomey's soon-to-be-former employees. The Google machine says that Senators have somewhere between 20 and 60 staffers; that includes not only the staff in Washington, but also the local regional offices in their home states. Budget for staff is based on the population of the Senator's home state, so Senators from bigger states get more money and can hire more staffers.

One can only hope that Putin firing a couple missiles into NATO territory would be enough to start a coup. Surely there are enough powerful Russians who know that Putin is suiciding his own country.

I'm sure most of them don't want to die in a nuclear missile exchange, just like us.

Unlikely it was fired FROM Russia, not BY Russia. Most likely fired by Russian troops in Ukraine. Also quite possible that it was hit by Ukrainian air defense, causing it to go off course and cross the border.
