Well, for one mayor of Braddock is a part-time job. So he basically spent that time to change from a political non-entity to Lt Governor, and likely Senator. So yes, he was committed to the bit, because the bit was the whole thing.

Everything isn't always a binary. Were there altruistic motives for his decision to try and "make Braddock better"? But was there a political calculation, I feel pretty confident in the assertion that there was. Sorry, this is meant less as a criticism and more of an observation.
