Well, for one mayor of Braddock is a part-time job. So he basically spent that time to change from a political non-entity to Lt Governor, and likely Senator. So yes, he was committed to the bit, because the bit was the whole thing.Nothing says 'aspirational political opportunist' quite like staying mayor of a sub-2,000 person town for 15 years. Serious commitment to the bit.
Everything isn't always a binary. Were there altruistic motives for his decision to try and "make Braddock better"? But was there a political calculation, I feel pretty confident in the assertion that there was. Sorry, this is meant less as a criticism and more of an observation.
