This is where I lean. I think the diehards 100% believe.

I have to believe that the ones spewing though are doing it to keep the minions. Just like a cult leader. They don't fully believe if you wear a black sweatsuit and white tennis shoes that some spaceship is coming to get them. They just want the money and run while the minions kill themselves.

The "intended behavior of the Senate"....... by whom? The filibuster didn't exist until almost 20 years into the constitutional era (thanks, A. Burr), and wasn't actually used until 30 years after that. The way the filibuster is (ab)used now completely perverts the 'intended' notion.
