The weather dude said that it doesn't really affect the rain that will expect but it does have an effect on the wind.

I'm not completely through it yet, but the Daily podcast is running a two part story on Harvey, and the plight of a man that was trying to get help for his wife that was recovering from surgery during the flooding.

My takeaway so far is, if you are being told to evacuate, and you can evacuate, and you don't. That is a selfish act, and should be treated as such. Because there limited rescue workers and if they are being diverted to assist people that stayed home for the **** of it, they aren't able to help people like this guy that wasn't able to evacuate because of the health of his wife.

The people that are rescued for being stupid and staying should be financially responsible for the cost. Some western states hold the rescued person responsible when a wilderness rescue is conducted.
