The ten CFB games with the highest stakes in 2016 includes, at #9:
9. Penn State at Pitt, Sept. 10

What's at stake: The rivals meet for the first time since 2000, but the rancor remains, thanks in part to some superb subtweeting by both coaching staffs in recent years. But this game makes the list primarily because of what it means for Penn State's third-year coach James Franklin. The initial zest about Franklin's hiring has waned as he has yet to record a signature victory in Big Ten play. Penn State opened the 2015 season with its first loss to Temple in 74 years. While a loss to Pitt isn't as bad optically, the Lions couldn't stake much claim to the state, and Franklin's future immediately would become a hot topic. A Pitt win would continue to generate enthusiasm for Pat Narduzzi's program.

Ehh with Penn State's B1G schedule, OSU, MSU, and Michigan are the only teams they play on a yearly basis that would be considered a signature win. With the exception of Michigan in 2014, Penn State hasn't had the horses to compete with those teams the last two seasons. Obviously it would suck to go 0-3 against them again but the main goal this year is to be competitive in those games. 2017 we should have the talent to start winning those games. Well at least against MSU and Michigan, OSU with Urban is likely at an unattainable level.

"The choices made by football staff and athletics leadership, in some instances, posed a risk to campus safety and the integrity of the University. In certain instances, including reports of a sexual assault by multiple football players, athletics and football personnel affirmatively chose not to report sexual violence and dating violence to an appropriate administrator outside of athletics. In those instances, football coaches or staff met directly with a complainant and/or a parent of a complainant and did not report the misconduct."

"In addition, some football coaches and staff took improper steps in response to disclosures of sexual assault or dating violence that precluded the University from fulfilling its legal obligations. Football staff conducted their own untrained internal inquiries, outside of policy, which improperly discredited complainants and denied them the right to a fair, impartial and informed investigation, interim measures or processes promised under University policy. In some cases, internal steps gave the illusion of responsiveness to complainants but failed to provide a meaningful institutional response under Title IX."

"The football program’s separate system of internal discipline reinforces the perception that rules applicable to other students are not applicable to football players, improperly insulates football players from appropriate disciplinary consequences, and puts students, the program, and the institution at risk of future misconduct."

If the league does expand—and that's still a huge if—it would likely do so by two teams. The three best candidates for those two slots are currently BYU, Cincinnati and Connecticut, but this could change after the data from Navigate Research is analyzed. Houston and Memphis are considered legitimate contenders, but remain on the outside looking in. (Credit Houston for making a move the past few months to insert itself into the conversation, as they've generated some momentum.) The long shots are South Florida, Central Florida, Boise State and Colorado State. Temple, San Diego State and Northern Illinois don't really have a pulse.
But an outside athletic official pointed out Tuesday night that the Longhorns have never been in a more powerful position. When they do eventually return to the open market, the distribution paradigm could have suitors like Amazon, Google, Facebook or Netflix. Texas's brand is considered exponentially more valuable than any other in the league. High-end Texas games could be valued like prize fights. (Imagine what a Texas home game against Michigan, Notre Dame or USC could fetch on the open market?) The Longhorns will have plenty of options, and there's no yearning institutional desire to be linked to, say, Cincinnati or UConn.

Texas officials remain skeptical about allowing the Longhorn Network to fold into a greater Big 12 Network. That's the scenario expected to be necessary for the league to both expand and go forward with a network. The Longhorns are locked into a deal with ESPN that will pay them an average of $15 million through 2031. (The Big 12 television deal runs through 2025). While ESPN is hemorrhaging money on the Longhorn Network deal, there appears to be little incentive for Texas to break out of it. As one Texas source put it on Tuesday, "Why would we give up $15 million per year and a branded identity? To get the same money and one-tenth of the exposure?"
The piece (by Pete Thamel of SI as opposed to @NAN's cabal of The Dude and MHVer) also states that they will add a championship game, the only question is whether they can get it in this year or not, and are considering Jerryworld in Dallas in December as the location.

Pete Thamel will be receiving a lot of "told you so's" when FSU and Clemson jump for the B12.

Texas has openly come out now and said they want things to stay how they are: Longhorn Network (no BigXII Network), no expansion using G5 options. The only thing they would consider is CCG:
If there was any doubt, Texas likes the conference as it is now -- with 10 teams and the Longhorn Network generating plenty of income and exposure for the school.

"I think the prudent thing for us to do is stay where we are," said Texas athletic director Mike Perrin, who seems to be growing into his role.

And that includes keeping the Longhorn Network as opposed to folding it into a Big 12 network. Perrin indicated that the $15 million Texas averages from ESPN for the life of the 20-year contract is just the beginning.

"It's my thought if there was any move, it would have to keep us whole," Perrin said. "That includes a lot of intangible value on the academic side and the branding. I'm not equipped to value those assets, but they are real."
What a F you to the rest of the conference. They're basically saying come up with 150mm-200mm to make us whole or we're good where we are. I wonder if Jim Delany and the B10 call David Boren and OU after these meetings end (or the other way around, perhaps).
