I saw someone post a blurb from Peggy Noonan, she made a good point. All the **** he does is just to entertain his fans "the base". Sure, there are plenty of Republicans that hate democrats more than they care about a function government, and while not amused by the antics, will still vote for him. But, oddly enough, most people want someone to actually do presidenting, at least according to current polling.

There has been calls to overhaul the GS system for a while. Any taskforcing Ivanka would have done would be a quick Google search and then paraphrasing abstracts from various whitepapers.

He needs to buy whatever time he can, be it a day, a week, a month, whatever. In that time he buys, Biden could commit a material blunder, the woke left could become even more of a lightning rod for negative attention of swing voters, etc.

In 2020, a week is a long time. I know what the polling says, but I think there is enough variability that he is probably making the correct strategic move.

This is potentially removing coverage for people during a pandemic.

What happens when one of them gets sick? They no longer have the coverage.

It's not a direct correlation, but the pandemic isn't over and the administration is making steps to remove people's insurance with no viable alternative set up.

It would also mean that if you have any lasting effects from a COVID infection (like the pulmonary fibrosis issues some are seeing) it could be a disqualifying 'preexisting condition' for getting new insurance post-Obamacare.
