Either way, you should never take that kind of time to review a 1st period high sticking minor...ever.

A referee can apparently review a double minor high sticking, and all major penalties.

Though I didn't think that was a double minor...

It’s one of the new rules this season. I’m okay with it, but it should never take that long.
OK, but who decides to review a penalty? The ref that called it, the other ref or one of the linemen? Or maybe a screaming coach or player.
