I think they were trying to fix the face-off thing that was becoming popular in which centers would lean waaaaay over before the drop, then basically fall on the puck and shuffle it back to prevent the opposing center from getting to it with his stick. Kind of like what Crosby just did, except Crosby went for it with his stick first, got tripped, and then shuffled it back - clearly not the thing they made the rule to fix, but against the letter of the rule they added.

I can only imagine that there were centers abusing that sort of technique to the point where the NHL had to make a rule against it...

Yes. Jarret Stoll rule. League wants "cleaner" faceoffs, less hands, more spacing (hashmarks)...next is no feet...already a rule in IIHF...
