The NHL won't surpass golf or NASCAR as long as head shots are basically ignored. Unfortunately the only way to stop such garbage is to take out an Ottawa player with a total KO. Other option is for some lawyers to sue the NHL's ass off in a class action suit for ignoring the problem; there's tons of film to use as evidence.
